When working with a private adoption agency, you voluntarily choose an adoption plan. During that process you would work with the adoption agency to select an adoptive family that you feel is the best fit for your child. 

Open adoption is exactly what is sounds like-open! An open adoption gives you the option to know your child and be a part of his or her life. You can have peace knowing your child is loved and cared for by a family that you choose, and can continue to have contact with them after the adoption is finalized.

Public adoption is usually considered a foster care adoption. The ultimate goal of foster care is reuniting the child with their biological family. However, there are some situations in which it’s unsafe for the child to return to their family. In those cases, the public adoption agency initiates the process of terminating the parents’ legal rights and matching the child with an adoptive family.

In private adoption (also known as independent adoption), the birth parents voluntarily make an adoption plan. They also work with an adoption agency to select the adoptive family they feel is the best fit for their child.
